TAP capacity to Albania expands ahead of domestic network readiness

The Trans Adriatic Pipeline has made 0.16 bcm/year of capacity available for deliveries from Greece to Albania’s Roskovec exit point. The additional cross-border supply capability comes before Albania has built the domestic gas infrastructure needed to absorb large volumes. The development is linked to changes on the Greek side of the system.

Bidirectional access via Nea Mesimvria

The capacity follows TAP’s move to make the Nea Mesimvria interconnection in Greece bidirectional from Oct. 1. This allows gas already inside the Greek transmission system, including LNG-origin supply, to enter TAP and potentially move towards Albania. The arrangement expands the pathways for gas reaching TAP from within Greece.

Planned Fier South exit facility

A separate Fier South exit facility is scheduled for completion in the fourth quarter of 2027. The facility is expected to be transferred to the Albanian state. Together with Roskovec deliveries, the planned exit infrastructure points to further capacity development beyond the current cross-border availability.

TAP ownership and implications for market build-out

TAP is owned by SOCAR, BP, Snam, Fluxys and Enagás. The development changes Albania’s gas bottleneck by increasing cross-border supply access while leaving domestic transmission and distribution networks insufficient for a large end-user market. As a result, the principal investment challenge shifts toward internal infrastructure, industrial demand and gas-fired generation.

The additional route could eventually give Albania access to both Azerbaijani gas and LNG arriving in Greece. It could also strengthen regional flows towards Italy and the Western Balkans if domestic networks are developed. For now, available TAP capacity has limited value unless Albania builds pipelines, distribution systems and anchor demand capable of using it.

The next significant milestone will be investment in the domestic network needed to turn Albania from a transit country into an actual gas market rather than another cross-border capacity announcement.
