After a challenging 2024, Greece’s wind energy sector returned to a more stable growth path in 2025, with new capacity additions broadly aligning with the average pace seen over the past decade. Industry data indicate that investment activity picked up again, signaling a recovery for one of the country’s key renewable technologies.
According to figures from the Hellenic Wind Energy Association (ELETAEN), 76 wind turbines were connected to the grid during the year, adding a combined capacity of 340 MW. These projects represented investments exceeding 420 million euros and marked a 6.4 % increase in newly installed capacity compared to 2024. By the end of 2025, Greece’s total operational wind capacity reached around 5.7 GW.
The growth trajectory is expected to accelerate further. Over 1.1 GW of wind projects, either under construction or already contracted at the end of 2025, are scheduled for completion and grid connection within the next 18 months. In addition, roughly 200 MW of capacity awarded through competitive tenders, backed by performance guarantees, are also expected to progress despite not being part of the main construction pipeline.
If these projects proceed as planned, Greece’s installed wind capacity is forecast to surpass 6.5 GW within the next year and a half, further strengthening the role of wind power in the national electricity mix.
Despite the improved outlook, structural challenges continue to affect the sector. ELETAEN points to persistent administrative and permitting delays that have slowed project delivery. Between 2018 and 2022, the national regulator selected 1,592 MW of mature wind projects through competitive auctions, yet only 852.4 MW, or just over half, have entered operation to date.
These delays highlight ongoing bottlenecks in licensing and network connection procedures, which remain a critical issue for developers. While 2025 marked a welcome rebound for Greece’s wind industry, further progress will depend on reducing bureaucratic hurdles to ensure that awarded and contracted projects can be delivered on schedule.
